What is wrong with my dog?

I have a 8 month old Chiweenie and he will randomly put his tail between his legs and he will start to act like he is drunk. he cant stand and he wants to sleep. We think its diabetes so we put honey on his tongue and he is back to normal after 3 or so hours. If you think he has diabetes that what are ways to take care of his problem. Remember I am not rich so I and spend loads of money. Maybe some home remedies...
